In contrast to the plethora of literature that suggests that the increasing gulf between teachers and young people is due to the shifting interests and expectations of young people, the focus of this paper is on the roles teachers play in this relationship. Provoking interest is a concern that some of the assumptions that underpin 'mainstream' pedagogic theory and practice might actually contribute, albeit unwittingly, to hardening rather than softening the communication divide. Drawing on an incident that took place between a group of 7–8 year old males in a primary school setting, the authors reveal the limits of a teaching paradigm that encourages teachers to adopt authoritative positions from which to separate and individualise student behaviour. In theoretical terms, they argue that the application of this paradigm asserts an exaggerated notion of agency to individuals in the construction of identity. In practical terms it promotes processes that individualise behaviour as a way of dealing with miscreance. Together these manifest themselves as a 'pedagogy of separation'. The process of building more productive pedagogic relationships, it is concluded, needs to begin with teachers better recognising and engaging with the collective investments of young people.

In Australia from 1992 to 1999 Jeff Kennett led the Liberal state government in Victoria. Under his leadership an important vision statement for the arts was produced, and ambitious redevelopments of Victoria’s major cultural institutions were undertaken. Kennett’s ‘vision’ included reforms to Arts Victoria (the state-based arts funding agency) and a radical revision of how the arts were to be subsidised. This represented a wholesale adoption of a new policy approach which saw the arts and culture as an industry which could benefit, in particular, the development of cultural tourism for the state of Victoria. This paper argues that while the arts could be seen to have benefited from the Kennett government’s largesse, some parts of the arts sector were excluded and subjected to censorship. Based on both primary and secondary sources, we argue that in this period, the work of artists which expressed a politically dissenting view was actively discouraged.

EGovernance is fast becoming a focal issue with governments worldwide, enabled by the ICT revolution. Many economies are adopting eGovernance as a medium of reaching out and empowering the average citizen, stretching tax revenues and cutting down transaction costs. In this paper, we have examined Germany and India, two disparate economies in terms of development yet similar in administrative structures against a backdrop of insightful socio-economic fabric. We have taken a positivist approach and used the exploratory research method, supported by the transaction cost economic theory to draw broad conclusions on similarities and differences in eGovernance adoption, within these economies.

This paper reviews the evolution of Fanger's heat balance equation in regard of adaptive opportunities. Heat balance and adaptive response are integrated into one model as two fundamental aspects of human-environment interaction that define thermal comfort perception, rather than being seen as two concepts of alternative comfort paradigms. The paper suggests to extent Fanger's model with a heat storage term in order to account for comfort perception under transient thermal conditions, and to review Fanger's modelling assumptions in order to allow for a greater variety of adaptive response options. In the presented model heat exchange is modulated through adaptation of physiological, environmental and behavioural parameters in the human-environment system defined through Fanger's heat exchange equations. A computational prototype is implemented to determine 'comfortable' values and ranges of the six comfort dimensions alternatively to Fanger's comfort indices. Thereby values of for example 'comfortable' clothing and metabolic rate are results rather than necessary input parameters, which are difficult to determine. This approach allows generating design advice for physical, organisational and social environments based on heat balance calculation in the six-dimensional opportunity space defined through Fanger's comfort equation. A starting point for the development of a dynamic adaptive comfort model is set.

Text-based information accounts for more than 80% of today’s Web content. They consist of Web pages written in different natural languages. As the semantic Web aims at turning the current Web into a machine-understandable knowledge repository, availability of multilingual ontology thus becomes an issue at the core of a multilingual semantic Web. However, multilingual ontology is too complex and resource intensive to be constructed manually. In this paper, we propose a three-layer model built on top of a soft computing framework to automatically acquire a multilingual ontology from domain specific parallel texts. The objective is to enable semantic smart information access regardless of language over the Semantic Web.

The socio-technical framework (STF) is useful for describing how technologies are embedded in social systems and how people, groups and technologies are interrelated. This perspective, however, lacks theoretical specificity and has limited usefulness in explaining the dynamics of actual situations. In this paper we address the question of how to extend the STF to better analyse technologies in their social context. We build on the STF by including the concept of ‘information ecology’ and research on service provision to suggest a more empirically focussed way of analysing the relationships between people and technologies. In particular, we examine changes that have occurred as B2C eCommerce technologies have been implemented in service organisations, using case study findings from retail banking to introduce the concept of ‘Coactive Commerce Systems’. This concept provides a theoretically based descriptor for understanding the technologically-mediated interrelationships between organisations and their customers.

This paper develops a causal model of environmental attitudes using measures of the dominant social paradigm of Western industrial societies. Four components of the DSP framework are examined with regard to environmental attitudes and perception of change using a sample of university students from Australia and New Zealand. The results indicate that one’s belief in the DSP has a negative effect on both environmental attitudes and perception of change necessary to ameliorate degradation of the environment. Thus, while public policy favors increasing awareness of and interest in the environment, policy instruments may remain ineffective in producing lasting change if the components of the DSP remain unchanged. It is argued that public policy ought to be directed at changing the DSP so that its negative effects will be minimized.

This paper explores a new paradigm in housing, where dwellings will be pre-fabricated, modular, energy efficient, transportable and use renewable and/or recyclable resources. The paper reviews previous attempts to produce housing, which meets some of the criteria for this new paradigm. Their advantages and disadvantages are discussed. An approach towards a new type of modular prefabricated unit is proposed. A preliminary energy analysis, comparing a present relocatable classroom construction with one upgraded, is provided as an example towards low energy building operation. Finally, conclusions are drawn about the requirements of future housing if we are to progress towards sustainability.
